RCRA Corrective Action Program

ESOI is implementing a Corrective Action Program (CAP) to assess releases of hazardous wastes or hazardous constituents, if any, for the purpose of protecting human health and the environment. The work is being conducted in compliance with its Hazardous Waste Facility Installation and Operation Permit (Permit) and under the direction of Ohio EPA. The active landfill (Cell M) is not under investigation. The subject of the investigation are units that were constructed and operated before the Resource Conservation and Recovery Act (RCRA) and are otherwise known as Pre-RCRA Units.

The CAP consists of several phases. ESOI has completed and obtained approval for a Description of Current Conditions (DOCC), RCRA Facility Investigation (RFI), and Corrective Measures Study (CMS). Following approval of the CMS, Ohio EPA initiated permit modification to incorporate the conditions of Corrective Measures Implementation (CMI) into the Hazardous Waste Facility Permit. In accordance with the modified conditions, ESOI prepared and submitted updated cost estimates and financial assurance mechanisms for corrective action, submitted and received approval for a permit modification to incorporate the changes of the revised permit into the application documents, submitted and obtained approval for preliminary design specifications for the selected corrective measures, and submitted and obtained approval for the Final Design Plan. Construction and implementation of the designs are ongoing. Progress Reports are provided to Ohio EPA on a monthly basis.
