Customers may initiate their manifests electronically or by paper. If the manifest is initated electronically, your transporter must also be able to sign it electronically. If your transporter does not yet have that capability, you must continue to use paper. Envirosafe encourages all its customers and transporters to transition from paper to electronic as soon as it is practically feasible.
There are two options for an electronic manifest; (1) fully electronic and (2) hybrid. The difference between the fully electronic manifest and the hybrid is simply the generator's signature type. All electronic manifests are initiated through USEPA's e-manifest system. Once a manifest number is generated through the electronic system and the required information entered, the generator may sign it electronically (fully electronic) or may print one copy and complete the traditional wet ink signature (hybrid).
(1) If the generator signs it electronically, then so does the transporter and Envirosafe. A one page copy of this document must be printed to accompany the load for DOT purposes.
(2) If the generator uses a wet ink signature, then the first transporter will also sign it with a wet ink signature as well as sign it electronically. The generator will retain the original and make a copy to accompany the load for DOT purposes. All signature thereafter will be electronic (any subsequent transporters and Envirosafe).
Paper Manifests will also be accepted by Envirosafe. Please note that the paper manifest has been reduced from a 6 to 5 part form. Copy 2 (Designated Facility to Generator State Copy) has been eliminated. If you are still using the old 6 part form, please discard Copy 2. Also, a sticker or note may be applied to the bottom of the top copy (Designated facility to destination State -Copy 1) noting that the destination facility must send it to USEPA; not the destination state.
